Payne County Property Assessment

The Payne County Assessor determines the fair cash value for all taxable real and personal property in the county. Oklahoma law under Title 68 requires real property to be assessed at 11% of fair cash value. The assessor sets this value, and the treasurer applies the levy rate to generate your tax bill. The assessor and treasurer are two separate elected offices; the assessor does not collect taxes.

Stillwater and the Oklahoma State University area have a wide variety of property types: single-family homes, apartment complexes, student rentals, commercial buildings, and farm parcels on the outskirts. Each type is valued according to standard appraisal methods. Student-use housing near the OSU campus is treated as residential property and assessed at the same 11% rate. If you own rental property near the university, make sure your property is correctly classified and that all improvements are on file with the assessor.

Annual assessment notices go out in spring. If you believe your value is too high, request an informal review with the assessor's office first. If that does not resolve it, file a formal protest with the County Board of Equalization within 15 days of the notice. The board meets each year to hear protests. Bring comparable sales data, a recent independent appraisal, or documentation of any errors in the property description. For more on the protest process, see tax.ok.gov.

Note: Business personal property in Payne County must be reported on Form 901 with the assessor between January 1 and March 15 each year.

Payne County Tax Deadlines and Penalties

Oklahoma property taxes follow a two-installment schedule. The first half or full payment must be made by December 31. The second half is due by March 31 if you chose to split the payment. Any amount not paid by December 31 becomes delinquent on January 1. Under Oklahoma Statute Section 68-2817, interest accrues at 1.5% per month on the delinquent balance. This rate applies across all 77 Oklahoma counties, including Payne.

The county holds an annual tax resale in June for properties with long-unpaid balances. If you receive a delinquency notice or hear that your property may be on the resale list, call the treasurer's office at once. Paying the full balance, including all interest and fees, removes you from the list before the sale. After the sale, redemption becomes significantly harder and more expensive.

Oklahoma's homestead exemption reduces your assessed value by $1,000. File with the Payne County Assessor between January 1 and March 15. Veterans with a 100% disability rating may qualify for a full exemption. The Oklahoma Tax Commission maintains a full list of exemptions at tax.ok.gov.
